This paper is part of the Navigating Successful Policy Reform series undertaken by the Centre for Human Security and Social Change at La Trobe University and Coalitions for Change. The paper explores how temporary special measures to reserve seats for women in Vanuatu’s Municipal Councils was secured to improve women’s political participation. It is the second of three case studies exploring developmental policy reforms, demonstrating politically smart and learning-oriented ways of working within challenging political contexts. The cases investigate whether reform stories bear similarities to the development entrepreneurship approach, which has been successful in the Philippines.
